Youth -  Bursaries program


The «Youth» Committee (herein designated as «the Committee») is chaired by an officer of Quebec Command. It is comprised of Legionnaires appointed by the Command President. One of these members is also the Committee secretary.


The Committee is responsible for promoting and implementing the Royal Canadian Legion Youth programs, throughout Quebec. More specifically, this document sets out the guidelines for the Youth Bursaries program.


Children and grand-children of active or ex-servicemen and women, who attend a school between the 4th high-school year up to and including the 1st university year are eligible for Legion bursaries.


In the Fall (end of September – early October), the bursary application for mis mailed out to District Commanders and Branches, to be made available to Legionnaires and schools in each Branch’s area / region.


The eligibility and selection criteria are included on the form and are compulsory for the application to be considered by the Committee.

In the first week of March, the Committee secretary requests that Command office send out a copy of each application to Committee members, so that they consider them for eligibility before proceeding to evaluate each application. Along with these applications, Command office will include a list of the previous year’s recipients (applicants who were given a bursary the previous year are not eligible for consecutive bursaries).


Members study each application and mark them on a 1 to 10 scale, after having considered each criteria : applicant motives; recent school marks (without any Fail mark; recommendations / comments from the attended school or college.


The Committee Chairperson sets up a meeting to agree on final results for each application. The Committee then allots the bursary sums, ensuring that the total amount is distributed. Until further notice, the annual allotment for bursaries is set at $4000.00 .


All applications must be returned to Command office, copies of such being destroyed and original applications being filed for a one-year period. Furthermore, bursary checks must be mailed no later than the second week of April.


A list of bursary recipients and their respective bursary amount is drawn by the Committee secretary and sent to the Provincial Secretary so that the checks and letters be prepared and signed by the Committee Chair.

As a Royal Canadian Legion program, bursaries are a competitive process based on many criteria, including qualification, scholastic ability, material circumstances, need and the nature of vocation and / or studies. They are not AUTOMATIC upon application and this should be clearly pointed out to all applicants.

The bursaries must serve towards any course leading to a degree or diploma at any university or college in Quebec and priority is given to:


a)    Those graduating from High School and entering higher learning (from 4th High to 1st year University inclusive).
b)    Those who have never received a Legion bursary, and who receive no other outside assistance.
c)    Children or immediate descendants of deceased veterans.
d)    Children of parents either of whom are eligible for membership in the Royal Canadian Legion.


The selection of candidates will be based on the criteria given above as well as:

    The final June examination results and
    The results of the first semester of the new academic year and
    General aptitude.  

Selections will be made by the Quebec Command Youth – Bursaries Committee, whose decision will be final.  It must again be stressed that mere application for a bursary does not automatically assure or qualify the applicant since there are many more applications than bursaries.

All of the required information must be in the hands of the Provincial Secretary of the Royal Canadian Legion – Quebec Command, no later than the 1st of March.  

Documents received after that date will not be considered.

The Branches having approved the bursary requests, will be sent the cheques for presentation to the students.  It is hoped that Branches will accord the same amount as Provincial Command so as to make these bursaries more attractive.

Bursary requests that do not have the required Branch signature, or have no Branches in the vicinity, will be taken under consideration only if they meet the listed criteria.  In these cases only, if selected, will the cheques be mailed directly to the students.

Cheques will be mailed as soon as possible following the selection.  We must not forget that for a student, every bit helps.

Youth - Cadet Medal

The Committee is responsible for promoting and implementing the Royal Canadian Legion Youth programs, throughout Quebec. More specifically, this document sets out the guidelines for the Cadet Medal for Excellence.


The Army, Navy and Air Cadets serving in a Cadet Corps throughout Quebec. Exceptionally, Cadet Corps from the Magdalen Islands and in the Témiscamingue region are respectively supported by Nova Scotia and Ontario Command, due to geographic accessibility and proximity.


The Legion supports the cadet movement in Canada to promote leadership, fitness and the spirit of patriotism by sponsoring hundreds of cadet corps and scouting or guiding organizations across the country. Many units participate in the Legion’s Biathlon Program in which competitions combining cross-country skiing and marksmanship are conducted in conjunction with Biathlon Canada. The Legion provides leadership and facilities; spends thousands of dollars on bursaries and scholarships; conducts poster, literary and public speaking contests and sponsors the Legion Medal of Excellence which many branches and commands provide to honour outstanding cadets

DND has published guidelines pertaining to the criteria and process related to the Cadets Medal for Excellence.


Each year, in the Spring, the Regional Cadet Support Unit (Eastern) requires Cadets Corps Cos to identify the cadet who will be this year’s recipient for the Cadet Medal for Excellence, along with the date, time and venue for the Medal ceremony.



Once the list is completed, RCSU (Eastern) sends this information to Quebec Command; a similar list is published on the three Cadet Leagues websites. In the meantime, one medal is sent out to each Cadet Corps.



Quebec Command office immediately mails this list to all District Commanders so that it be disseminated throughout all Branches who inform one of their members, for the remittal ceremony.


Note : Actual process calls for the Cadet Corps CO to contact the local Branch to give ceremonial details and to know the name of the Legionnaire who will hand out the Medal. For various reasons, this communication does not take place. It is thus recommended that the Branch call the Cadet Corps CO to make arrangements for the Medal ceremony. District Commanders must ensure that all Branches have communicated with their respective Cadet Corps and that Medals were duly given to the deserving cadet
