Quebec Command's By-Laws

Laws and constitution





             My name is Annette S. Arsenault and I am the Immediate Past President of Quebec Command of the Royal Canadian Legion.  Our Provincial President, Cde Robert Groulx, has appointed me Chairperson of the Provincial ‘’Constitution and Laws’’ committee.

 

             The members of this important committee are : Cde Bill Allan, Vice-Chairman of the committee, Cde Germain Leduc and Cde Norman Shelton.  I will say that I am surrounded with members who will bring forth many years of experience as to the different laws governing our organization.

 

             Our committee will hold its first meeting on October 3rd, in order to discuss, plan and organize our mandate for the next two years.  We have received Bylaws from a few Branches and these Bylaws will be studied for approval during this meeting.

 

           As Chairperson of this committee, I ask that all Branch Presidents appoint a Bylaw committee, mandated to revise and amend if so needed, your Branch Bylaws.  In some Branches, this has not been done for many years.  Your Branch Bylaws should reflect all changes made, both at Dominion and Provincial levels, as well as amendments which you wish to make and that have been previously approved by a special general assembly.

 

            For those Branches that do not have Branch Bylaws, you must operate under our Provincial Bylaws.  However, as stipulated in Annex “A” of our Bylaws, you can adapt them to fit your Branch, thus creating your own Bylaws.  I strongly suggest this procedure.

 

           Concerning complaints, it is vital that you follow Section III of our General Bylaws, which explain step by step on how to lodge a complaint adequately.  I will never insist enough on the fact that you should read this section over and over again in order to minimize delays as well as the frustrations of having a complaint declared non valid.  You will find, within this section, the answers to the « Where, When, How, Why and Who » questions. However, I would like to repeat what I’ve often said since my involvement in the Royal Canadian Legion : “ the lodging of a complaint should be used only as a last resort”.  Nothing beats comradeship, complicity, team spirit and the solving of problems before they explode and become a cause for the lodging of a complaint.
